Challenges with the Skills Development Levies System

1. The Department of Higher Education and Training uses the Skills Development Levies System (SDLIS) to allocate the skills levies collected by the Commissioner of the South African Revenue Services into 80% for the Sector Education and Training Authorities (SETAs) and 20% for the National Skills Fund. Furthermore, the SDLIS provides SETAs with employer data files and financial accounts.

2. The Department has been experiencing challenges with the functionality of the SDLIS system, whereby the employer data files have not been sent to the SETAs. This letter serves to inform SETAs that the SDLIS is offline hence the Department is unable to provide SETAs with employer files.

3. The Department is also aware of the implications this will have on the functioning of the SETAs, hence SETAs are requested to be patient as the matter is receiving the necessary attention with the urgency it deserves.
