Appointment of REDFLANK SOLUTIONS (PTY) LTD to conduct a Rapid Assessment Study
In line with the ETDP SETA approved 5yrs Strategic Plan and Annual Performance Plans, we are required to conduct ad hoc evaluation studies over the period under review.
In this regard, the ETDP SETA appointed Redflank Solutions (Pty) Ltd to work with the SETA PM&E Specialist and the team to conduct a rapid evaluation to assess completion and dropout rates of unemployed learners who were enrolled in various ETDP SETA funded skills development interventions over a five-year period.
The study will help the SETA to gather data to determine priority areas of intervention, identify emerging problems and trends, and to enable decision making to either support projects adjustments or support full scale evaluation. The scope of work includes conducting fieldwork with beneficiaries through a survey, documents analysis and interviews with key informants. Feedback will be treated as strictly confidential, with only summary feedback shared with the Project Steering Committee.

Appointment of S24 BUSINESS GROUP to conduct an End Term Evaluation of the ETDP SETA 5yrs Strategic Plan
In line with the Department of Planning Monitoring and Evaluation’ (DPME) Revised Framework for Strategic Plans and Annual Performance Plans, as part of strengthening monitoring, reporting and evaluation, regular and ad-hoc assessments of the Strategic Plans must be conducted by all Public Entities. This is geared towards promoting performance improvement, accountability, learning and evidence-based decision making. In particular, the assessments measure results achieved to date in comparison with the performance indicators outlined in the strategic plan.
In this regard, the ETDP SETA appointed S24 Business Group to work with the PM&E Specialist and the team to conduct the assessment. The review is focused on assessing the extent to which the ETDP SETA Strategic Plan programmes have been implemented efficiently, the extent to which the programme outputs have been effective including the extent to which the ETDP SETA's programmes have contributed to the achievement of the organisation's outcomes. The scope of work includes conducting fieldwork with SETA stakeholders both external and internal, and producing a report that will assist management to improve future implementation of the Strategic Plan programmes.
Typical stakeholder consultation will be in the form of case studies, surveys, and interviews. Feedback will be treated as strictly confidential, with only summary feedback shared with the Project Steering Committee.
